CLI 1.0.0 released

This release only contains two small changes, but we have released it as the first 1.0 release, because given the stability of the CLI, a version number showing this stability is warranted.

• Improvement: Build with Go 1.18
• Bugfix: Always query backend for traces, even when executed command failed with non-zero exit code.
