Release of CLI v0.4.0

• BC Break: In preparation for future functionality a new release of the Tideways CLI comes with a new authentication method that requires a re-import of the settings. (Details about upgrading)
• Improvement: Updating of metadata now only requires to call tideways import without getting a new hash, improving automation scenarios.
