New Exception/Error Notifications now affected by Release Events

If you have a New Exception/Error notification setup then these are re-triggered from today on when you trigger a release and they occur for the first time after the release.

We think this is a better behaviour, because it reminds you of Errors that are still open and re-occuring that have not been fixed by the last release.
