Separated SSO Synchronizations from Teams

Previously SSO Synchronization via GitHub or Azure ActiveDirectory always required to create teams and configure team-based project access to an organization. Starting from today, SSO Synchronizations are its own concept and menu item in the organization and synchronization into a team has become optional.

For existing teams synchronized via GitHub or Azure ActiveDirectory their corresponding teams are kept as before and nothing changes.
