CLI 1.0.4 released

• Improvement: In tideways run result, use a proper table for rendering the
  response times of request and layers instead of a simple list
• Bugfix: Due to a rename from aarch64 to arm64 the tarball for the CLI was not published anymore and the download link lead to 404.
